Check which observation you actually have
A water-meter reading relates to consumption through that meter. A boiler gauge relates to the heating system. Each can be affected by its own operating conditions and other causes. Describe the reading, timing and relevant use rather than simply saying the property has low pressure or is using too much water.
Consider accessible explanations first
A quiet toilet refill, an automatic appliance or an accessible component may explain some observations. Previous boiler or plumbing findings help show what has already been considered. A systematic investigation should narrow the remaining question before treating every concealed route as a possible excavation or floor opening.
Choose tests for the supported system
Appropriate isolation and testing can help identify a suspect section. Acoustic, thermal, moisture or tracer methods may then add localisation evidence where conditions suit. The lack of a visible stain does not make one technique automatically correct; pipe material, construction and access still influence the investigation.
